Answer: D. Counts of arrests have equal intervals and a meaningful zero, which means ratios are interpretable: four prior arrests really is twice two. A would apply to unordered categories such as offense type. B would apply to ranked categories with unequal spacing, such as low, medium and high risk. C fits scales with equal intervals but an arbitrary zero, which is not the case when zero arrests means none occurred.
