Answer: D. An HMAC is computed with a key both parties hold, so either of them could have produced any valid tag. That is enough for the receiver to trust the message, but it cannot prove authorship to a third party, and the sender can always claim the receiver forged it. Options A, B and C are all delivered: any alteration of the message changes the tag, and only a holder of the key can generate a matching one. Non-repudiation requires a digital signature created with a private key that only the signer holds.
